R Joe is correct. Some service providers may allow something to be marketed as earlier in Canada, such as call forwarding remotely. Basically, you pay one (I think) a reduced load on the line, because there is no connection to the phone number. The track was sent to another call, often a long distance call. Thus one could be a number in New York, was sent to Denver, and not yet started, the person in New York has a long distance call. But the call is transmitted long distances and displayed on the invoice.
If you change the number that received the call from then there was a charge if the Telco changed.
